Briner was designated a Distinguished Graduate of Officer Training School and served on active duty as a combat crew commander on a Titan II ICBM in the U.S. Air Force from 1962 to 1968. Following his honorable discharge, he accepted a reserve commission and served as an active reservist for the next 21 years while pursuing his banking career. Briner transferred to the retired reserve in 1989 with the rank of Colonel, and was subsequently awarded the honorary rank of Brigadier General by the California State Military Department.

In 1973, he became the bank's chief executive officer and served in that capacity until Placer's merger with the Bank of Alex Brown in December 1980.

In 1981, he formed Auburn Bancorp, a bank holding company, which in turn organized The Bank of Commerce, N.A. The bank opened for business in 1983 and in 1988 it acquired Nevada County National Bank. Mr. Briner served as president and chief executive officer of the parent company and the bank until their acquisition by Westamerica Bank in 1997. In 1998, he formed the Auburn Community Bank and served as chairman of the board as well as chief executive officer until it was acquired by Umpqua Bank in 2005.

In addition to his positions with First Mountain Bank, Briner currently serves as a director with Pacific Coast Bankers Bank in Walnut Creek.

Over the years, his banks received numerous industry and regulatory awards and recognition for high standards and quality performances. Most notable have been three "Super Premier", seven "Premier", and four "Commendable" performing bank awards from The Findley Reports.

He has served in many leadership positions throughout Briner’s military and banking careers. Some of his past civilian roles include Placer County chairman of the United Way Campaign, trustee of Auburn Faith Hospital, director of the Auburn Area Chamber of Commerce, and founding director of the Sacramento Home Loan Counseling Center.  Briner also served as director of the Auburn Community Foundation, Chairman of the Board of Trustees for Sutter Health's Sacramento-Sierra 5-hospital region and Chairman of the Board of Sutter VNA-Hospice Corporation.
